Creates a special instant lottery scratch-off game called the "North Carolina Veterans' Benefit Game" to be established by January 1, 2016.

Establishes the Veterans' Lottery Fund within the state treasury to receive all net proceeds from the Veterans' Benefit Game, plus appropriations and interest earned.

Directs the General Assembly to appropriate net revenue from the Veterans' Lottery Fund annually in the Current Operations Appropriations Act for the benefit of homeless veterans.

Allocates 50% of unclaimed prize money from the Veterans' Benefit Game to the Veterans' Lottery Fund and 50% to enhance prizes, similar to existing lottery game structures.

Amends existing lottery law to require the Commission to include the veterans scratch-off game as an approved lottery game type.
