Expands Medicaid coverage effective January 1, 2016, to include all people under age 65 with incomes at or below 133% of the federal poverty level.

Repeals the prohibition on Medicaid expansion contained in S.L. 2013-5, Section 3.

Appropriates $6,591,224 for fiscal year 2015-2016 and $7,008,705 for fiscal year 2016-2017 in state funds for administrative costs, matched by an estimated $19.8 million and $21.0 million in federal funds respectively.

Appropriates $95,264,480 in recurring state funds for fiscal year 2016-2017 as part of Medicaid rebase, matched by an estimated $2.4 billion in federal funds for Medicaid services.

Reduces appropriations to other state programs by $62.5 million for fiscal year 2016-2017 to reflect savings from Medicaid expansion: Division of Mental Health ($16.4 million), AIDS Drug Assistance Program ($28.6 million), and Inmate Health Care ($17.0 million).
