Creates a Joint Legislative Study Committee on Homeowners' Associations consisting of 12 members: 6 House members appointed by the Speaker of the House and 6 Senate members appointed by the President Pro Tempore of the Senate.

Designates one representative and one senator to serve as cochairs of the Committee, with the Speaker and President Pro Tempore making these appointments respectively.

Authorizes the Committee to study homeowners' protection and participation in homeowners' association governance, particularly regarding assessments and record-keeping, and any other related matters.

Requires the Legislative Services Commission to provide professional staff support and authorizes per diem, subsistence, and travel expenses for Committee members at rates set in G.S. 120-3.1.

Mandates an interim report to the 2015 General Assembly when it reconvenes in 2016 and a final report with findings and legislative recommendations to the 2017 General Assembly, with the Committee terminating upon filing its final report.
