Amends the Charter of the Town of Cary to authorize the Town Council to delegate to the City Manager or Deputy City Manager authority to dispose of water or sewer easements without individual Town Council approval for each disposition.

Allows the City Manager to dispose of easements when they are no longer needed by the town or as part of exchanges for other water and sewer easements or similar property interests.

Exempts Cary's easement dispositions from Article 12 of Chapter 160A of the General Statutes.

Grants identical easement disposition authority to the City of Raleigh's City Council to delegate to the City Manager or an Assistant City Manager.

Became effective upon passage on June 18, 2015.
