Increases punishment for second offense of failure to obtain a driver's license to Class 2 misdemeanor (from Class 3) when the person was ineligible to receive a license, with a mandatory fine of $400.

Creates new punishment for third or subsequent offenses of failure to obtain a driver's license: active sentence of 20-60 days and vehicle forfeiture when the person was ineligible to receive a license.

Allows vehicles driven by persons committing a third or subsequent qualifying offense to become subject to forfeiture proceedings similar to those for impaired driving and felony speeding to elude arrest.

Establishes "No Drivers License Acknowledgment" requirement for vehicle owners to sign acknowledging operation by an ineligible unlicensed driver, with future use of the vehicle subject to seizure and forfeiture.

Requires the Division of Motor Vehicles to revoke registration of all vehicles owned by a person convicted under the enhanced penalties until the person's driver's license is restored.
