Adds new statute G.S. 153A-145.3 allowing counties to define, prohibit, regulate, or abate acts on state ocean beaches and enforce ordinances to protect public health, safety, and welfare within the county's jurisdictional ocean beach boundaries.

Authorizes counties to regulate, restrict, or prohibit placement, maintenance, location, or use of equipment, personal property, or debris on state ocean beaches using any enforcement remedy available under county ordinance law.

Clarifies that "ocean beaches" has the same meaning as defined in G.S. 77-20(e) and exempts permanent residential or commercial structures from the ordinance enforcement provisions.

Preserves state agency authority to regulate ocean beaches under G.S. 113-131, maintains public customary free use rights to ocean beaches, and does not alter riparian, littoral, or other property ownership rights.

Amends G.S. 113-131(f) to explicitly recognize county authority to enforce ordinances on public trust areas as provided in the new G.S. 153A-145.3 and G.S. 160A-205.
