Creates a 19-member Legislative Task Force on Education Innovation composed of 9 members appointed by the Senate President Pro Tempore, 9 members appointed by the House Speaker, and the 2015 North Carolina Teacher of the Year.

Task Force membership includes 10 legislators (5 from Senate, 5 from House), 4 school system representatives (2 superintendents, 2 principals), 4 public school teachers, 4 parents of public school students, and the 2015 Teacher of the Year.

Requires the Task Force to study whether a permanent entity should be created to examine education innovations and provide recommendations to the General Assembly on incorporating innovative practices in public schools and higher education.

Directs the Task Force to examine appropriate structure, membership, stakeholder participation, and staffing for a permanent education innovation entity.

Task Force must submit final report and recommendations to the 2017 General Assembly and terminates December 31, 2016, or upon filing its final report, whichever occurs first.
