Amends the charter of the City of High Point to allow annexation of areas completely surrounded by the city's primary corporate limits without requiring a referendum on the annexation ordinance.

Exempts qualifying annexations from the referendum requirements of G.S. 160A-58.55(i) and G.S. 160A-58.64 while keeping all other provisions of Part 7 of Article 4A of Chapter 160A of the General Statutes applicable.

Property tax liability for real and personal property in annexed areas follows G.S. 160A-58.10.
