Modifies conflict of interest provisions for the Coal Ash Management Commission, Environmental Management Commission, and Coastal Resources Commission to make additional disclosure requirements optional rather than mandatory through executive order.

Changes these commissions' conflict of interest rules to require compliance with the State Government Ethics Act (Chapter 138A) while allowing the Governor to optionally require additional disclosure and promulgate further criteria.

Adds language to G.S. 120-123 prohibiting members of the General Assembly from serving on the North Carolina Longitudinal Data System Board, the Domestic Violence Commission, and the Governor's Crime Commission.

Removes legislative members from the North Carolina Longitudinal Data System Board, the Domestic Violence Commission, and the Governor's Crime Commission, replacing them with public members appointed by the General Assembly.

Becomes effective upon enactment as law (Governor allowed the bill to become law without signature on April 27, 2015).
