Changes the school performance grading calculation to weight school growth at 80% and school achievement at 20%, reversing the previous 80%-20% weighting.

Requires all publications of annual school report cards to include explanations of the calculation and compilation methods for school performance data and grades, with Spanish translations.

Allows schools that met expected growth but would see their performance score reduced by including the growth score to use the school achievement score alone for calculating their performance grade.

Establishes an 11-member North Carolina School Performance Improvement Task Force to study support and interventions needed for schools receiving F grades for two or more consecutive years, with a final report due March 1, 2016.

Directs the State Board of Education to create a task force studying the school performance grading system calculation methods and distribution, with findings reported to the Joint Legislative Education Oversight Committee by December 15, 2016.
