Appropriates $20,615 for 2015-2016 and $41,854 for 2016-2017 to the State Education Assistance Authority to provide three scholarships per year for wounded warriors to pursue motorsports technology, management, or race car technology programs at North Carolina community colleges or UNC institutions.

Allows the State Education Assistance Authority to use up to 3.5% of funds for administration, with the remainder going directly to scholarships.

Establishes eligibility requirements including membership in the Army Warrior Care and Transition Program, Marine Corps Wounded Warrior Regiment, Air Force Wounded Warrior Program, or equivalent Navy or Coast Guard programs within the preceding 24 months.

Requires scholarship recipients to be North Carolina legal residents, admitted undergraduate students in matriculated status, and maintain satisfactory academic progress to continue receiving funds in successive years.

Allocates $20,000 for fiscal year 2015-2016 and $20,000 for 2016-2017 from the Education Lottery Fund for marketing scholarships to eligible wounded warriors at Fort Bragg, Camp Lejeune, and other armed forces facilities in the state.
