Authorizes Polk County and Transylvania County employees and dependents to enroll in the State Health Plan for Teachers and State Employees, in addition to the previously eligible Montgomery County.

Adds the Town of Momeyer to the list of eligible local government units, alongside the previously eligible Towns of Elizabethtown and Matthews.

Makes the City of Saluda newly eligible to enroll its employees and dependents in the State Health Plan.

Participation remains contingent on local government units complying with all provisions of the applicable statutes and any Plan policies.

Effective date is July 1, 2015.
