Amends eligibility requirements for Agricultural Cost-Share programs by simplifying documentation standards for applicants.

Replaces specific documentation requirements (federal tax Schedule F, agricultural exemption certificates, or forest management plans) with a single unified standard: applicants must meet the definition of a "bona fide farm" as described in G.S. 153A-340(b)(2).

Applies changes to two programs: the program under G.S. 106-850(b)(10) and the program under G.S. 139-60(c1).

Effective upon passage and applies to all applications submitted or pending on or after the effective date.
