Makes appellate division reports available for purchase at cost to the public and other entities not previously listed in statute, and requires electronic publication at no cost through a downloadable format on a public website.

Establishes Joint Select Study Committee on Preservation of Biological Evidence with 13 members to review DNA and biological evidence retention, emerging technologies, and interagency transfer procedures, with final report due April 1, 2016.

Directs Administrative Office of the Courts to develop a case management system for civil superior court cases, a comprehensive information technology management policy, and study magistrate appointment and supervision procedures, with reports due March 1, 2016.

Modifies criminal mediation fee enforcement by requiring parties be notified of the $60 fee before mediation and that full payment occur within 45 days of completion or the case is remanded to court for disposition.

Authorizes district courts to order mediated settlement conferences or other settlement procedures in general civil actions (excluding family cases) and establishes standards for mediator conduct, cost-sharing, sanctions for non-compliance, and confidentiality protections.
