Authorizes the Department of Public Safety to establish and maintain a statewide School Risk and Response Management System (SRRMS) to integrate school risk planning, exercises, monitoring, and emergency response data.

Requires local school boards to adopt School Risk Management Plans (SRMP) by March 1, 2017, in coordination with law enforcement and emergency management agencies, replacing previous emergency response plan requirements.

Mandates annual school-wide tabletop exercises and drills based on SRMP procedures, including practice lockdown drills, with participation from law enforcement and emergency management agencies.

Directs the Department of Public Safety to implement an anonymous safety tip line application and statewide panic alarm system by July 1, 2016, integrated with the SRRMS.

Provides grants for additional school psychologists, school counselors, and school social workers to local school administrative units, regional schools, and charter schools on a dollar-for-dollar matching basis during the 2015-2017 fiscal biennium.
