Amends North Carolina Rule of Evidence 411 to specify that the inadmissibility of liability insurance evidence applies only "at trial" rather than all proceedings.

Clarifies that Rule 411 does not apply to pretrial negotiations, allowing insurance evidence to be discussed during settlement discussions and other pretrial contexts.

Maintains the rule's current exceptions for evidence of insurance offered for other purposes such as proving agency, ownership, control, bias, or witness prejudice.

Becomes effective October 1, 2015, and applies to cases pending on or after that date.
