Repeals S.L. 1997-151 as it applies to the Town of Hope Mills, removing previous restrictions on that town's annexation authority.

Amends G.S. 160A-58.1(b)(5) to add Hope Mills and Spring Lake to the list of municipalities exempt from the 10% satellite corporate limits restriction.

Exempted municipalities can now annex noncontiguous areas without the limitation that satellite corporate limits cannot exceed 10% of the primary corporate limits area.

Effective upon enactment, ratified July 30, 2015.
