Eliminates opening and closing date restrictions for school calendars in Ashe and Watauga County school administrative units, removing the requirement that school years begin no earlier than the Monday closest to August 26 and end no later than the Friday closest to June 11.

Removes provisions allowing the State Board of Education to grant waivers for early opening dates based on "good cause" (eight school closures per year due to weather, energy shortages, or emergencies during any four of the last ten years).

Eliminates the exception previously granted to schools operating under modified calendars designated in the 2003-2004 school year.

Grants local boards of education in Ashe and Watauga counties greater flexibility to determine opening and closing dates for their public schools.

Takes effect upon enactment and applies beginning with the 2015-2016 school year.
