Increases civil penalties for illegal amusement device operations from $250 to $1,250 per violation per day, and from $500 to $2,500 per day for more serious violations, with up to $5,000 per day for unsafe device operation.

Adds new definition of "annual gross volume" as gross receipts from all sales and business done during a 12-month period to be used in determining appropriate penalty amounts.

Creates new Class E felony offense for willfully violating amusement device regulations if the violation causes serious injury or death to any person.

Directs Department of Labor to study zip-line operations regulation and submit findings and recommendations to the General Assembly by February 1, 2016, including analysis of existing regulations, accident data, and liability insurance requirements.

Raises liability insurance requirements for amusement devices, increasing coverage minimums and clarifying insurance thresholds based on annual gross volume.
