Authorizes Beaufort County Community College board of trustees to expand beyond the standard 13 members by allowing county commissioners from counties without the main campus to elect additional board members.

Designates all of Washington County as part of Beaufort County Community College's service area, effective August 1, 2015 for the 2015 fall academic semester and beyond.

Requires the State Board of Community Colleges to review every five years service areas where counties are assigned to multiple community colleges and revise as needed to ensure effective service.

Directs the State Board to complete its first review and any revisions by March 1, 2016, and report findings to the Joint Legislative Education Oversight Committee.
