Authorizes the Division of Motor Vehicles to disclose social security numbers to the North Carolina Longitudinal Data System and the North Carolina P-20W Statewide Longitudinal Data System for purposes of connecting education and workforce data.

Requires the Division of Employment Security to provide unemployment compensation data to both the North Carolina Longitudinal Data System and the North Carolina P-20W Statewide Longitudinal Data System for statistical and analytical purposes while maintaining privacy and security standards.

Clarifies the definition of "de-identified data" by removing reference to unique student identifiers, requiring only removal of parent and student identity information including social security numbers.

Modifies data use restrictions to require de-identified data only in reports and establishes rules for the Board to preserve confidentiality in aggregate data reporting.

Requires State agencies including the Department of Health and Human Services, Department of Commerce Division of Employment Security, Department of Revenue, Department of Labor, and Department of Transportation Division of Motor Vehicles to transfer student and workforce data to both longitudinal data systems.

Provides for the North Carolina P-20W Statewide Longitudinal Data System to transition and become part of the North Carolina Longitudinal Data System upon conclusion of the federal grant funding.
