Establishes a Joint Legislative Study Committee on Adoption/Post-Adoption Services consisting of 14 members appointed by the President Pro Tempore of the Senate and Speaker of the House, including legislators, adoption providers, social workers, and adoptive parents.

Committee shall study North Carolina's adoption and post-adoption services, including current laws, available services, evidence-based practices, funding needs, and standardization across counties.

Committee has authority to request information and documents from state officers and agencies, subpoena witnesses, and contract for consultant services under General Statutes 120-19 through 120-19.4.

Committee shall report findings, recommendations, and legislative proposals to the 2016 Regular Session of the General Assembly and shall terminate upon filing its report.

Members receive subsistence and travel expenses at rates set in G.S. 120-3.1, 138-5, or 138-6; professional staff provided by Legislative Services Commission and clerical staff by Senate and House directors.
