Renames the State Board of Refrigeration Examiners to the State Board of Commercial Refrigeration Examiners and modifies board composition requirements including specifying accredited schools in North Carolina.

Creates four new license classifications: Class I for commercial refrigeration contracting, Class II for industrial refrigeration contracting (using ammonia), Class III for equipment repair and maintenance, and Class IV for transport refrigeration contracting.

Increases examination fees from $40 to $100 and annual renewal fees from $40 to $80, with late renewal fees increased from $75 to $160.

Adds exemption for replacement of lamps, fuses, and door gaskets from licensing requirements and modifies definition of commercial refrigeration to exclude ammonia-based systems from basic commercial licensing.

Provides grandfather clause allowing persons with established businesses licensed before January 1, 2016 to renew Class I or Class II licenses without meeting new examination requirements.
