Requires State Board of Education to develop screening instruments, comprehensive assessments, and intervention guidelines for students with dyslexia and dyscalculia.

Mandates screening of all kindergarten students and first through sixth grade students who have not been previously screened using age-appropriate instruments adopted by the State Board.

Requires local school administrative units to train employees to administer screening instruments and provide students identified with dyslexia, dyscalculia, or other specific learning disabilities with appropriate intervention strategies through their individualized education program.

Requires ongoing professional development opportunities for teachers and school personnel on identification and intervention strategies for students with dyslexia, dyscalculia, and other specific learning disabilities.

Adds dyslexia and dyscalculia identification and intervention strategies to continuing education requirements for elementary and middle school teacher license renewal, alongside existing literacy-related requirements.
