H430 - County Omnibus Legislation

• Establishes the State Payment in Lieu of Taxes Study Commission with 13 members (including state legislators, county and municipal representatives) to study state payments for properties like wildlife and game lands, with a final report due before the 2017 General Assembly convenes.

• Directs the Environmental Review Commission to study statewide approaches for controlling invasive aquatic noxious weeds, including funding needs, and report findings to the 2016 Regular Session.

• Directs the Revenue Laws Study Committee to study financial impacts on local governments when nonprofits acquire previously taxable properties and are exempted from property tax, with report due to 2016 Regular Session.

• Modifies G.S. 159-32 to require daily deposits of collected moneys or submission to licensed cash collection services, with deposits required when funds reach $250 or more (or by last business day of month), and all moneys must be maintained in secure locations until deposited.

• Effective date for deposit requirement changes is October 1, 2015; all other provisions effective when the act becomes law.
