Eliminates medical recertification requirement for renewals of removable windshield handicapped placards for persons certified as totally and permanently disabled at initial application or prior renewal.

Removable windshield placards are renewed every five years; medical recertification remains required for renewals unless the person qualifies as totally and permanently disabled.

Initial applications for distinguishing license plates, removable windshield placards, and temporary removable windshield placards must still be accompanied by physician, ophthalmologist, optometrist, or Division of Services for the Blind certification of handicap status.

Division of Motor Vehicles required to develop or update forms and procedures to implement the changes.

Effective July 1, 2016, with the exception of administrative provisions which became effective upon enactment on May 21, 2015.
