Creates a pharmacy permit exemption for dispensing and delivery of home renal dialysis products (dialysate and drugs) when products are FDA-approved, manufacturer-held in original sealed packaging, and delivered upon physician's order.

Allows manufacturers and their agents to deliver home renal products directly to patients or healthcare providers/facilities without pharmacy permits, provided drugs are not held or opened before patient receipt.

Permits licensed pharmacies to ship medications for home use to dialysis facilities as designated agents for patients who receive dialysis treatments or self-dialyze at home, with written patient authorization and secure storage requirements.

Excludes controlled substances from medications that can be delivered through dialysis facilities, and requires medication packages be unopened, individually labeled, and held in secure non-public areas.

Creates a device and medical equipment permit exemption for dispensing and delivery of home renal products meeting the specified criteria in the legislation; effective October 1, 2015.
