Directs State Board of Education to evaluate feasibility of integrating competency-based assessments into local school units and statewide testing systems.

Encourages State Board to examine competency-based assessments in other states, assess potential benefits and obstacles for North Carolina implementation, and evaluate connections to innovative teaching methods like blended learning and digital tools.
