Require the Commissioner of Insurance to return excess security deposits to bondsmen who discontinue writing bonds due to death, permanent incapacitation, or voluntary license surrender, after outstanding bond liabilities are satisfied

Grant licensed bail bondsmen, surety bondsmen, and runners access to the Administrative Office of the Courts' criminal and civil information systems for evaluating potential and current clients, with initial setup fees required
