Expands the Dropout Prevention and Recovery Pilot Program to include two charter schools instead of one, with one selected in 2014 and one in 2015.

Eligible charter schools must enroll only high school students (grades 9-12) who have dropped out or transferred from their original high school, with flexible scheduling and blended learning options.

Requires participating charter schools to be accredited by the Southern Association of Colleges and Schools and employ only licensed teachers under G.S. 115C-296.

Directs the State Board of Education to develop an alternative accountability model meeting guidelines for alternative learning programs and to adjust funding based on average daily membership as of the last school day in February.

Requires the State Board to report to the Joint Legislative Education Oversight Committee by March 15, 2016, on student outcomes, alternative accountability results, and funding impact, with the program concluding at the end of the 2015-2016 school year.
