Reduces the threshold for habitual misdemeanor assault from two prior convictions to one or more prior convictions, removing the 15-year lookback period requirement.

Expands domestic violence crimes to include cyberstalking, requiring judges (not magistrates) to determine pretrial release conditions and consider criminal history reports.

Requires magistrates and clerks of court to enter domestic violence pretrial release conditions and modifications into the North Carolina Warrant Repository (NCAWARE) for law enforcement access.

Reduces the threshold for felony violation of protective orders from two prior convictions to one or more prior convictions under domestic violence statutes.

Becomes effective December 1, 2015, and applies to offenses committed on or after that date.
