Appropriates $7,000,000 to the Department of Health and Human Services, Division of Public Health for tobacco use prevention in fiscal years 2015-2016 and 2016-2017 ($7,000,000 per year).

Allocates $6,310,000 to create ten regional teen tobacco use prevention programs covering all 100 North Carolina counties, including regional and state-level coordinator positions and youth prevention teams in schools and community organizations.

Allocates $200,000 for youth leadership training and technical assistance, including peer-led tobacco prevention education with emphasis on emerging tobacco products like electronic cigarettes and hookah.

Allocates $100,000 each for: tobacco-free campus initiatives in K-12 schools and higher education, smoke-free multi-unit housing initiatives to protect children from secondhand smoke, and tobacco use prevention program evaluation by an independent university evaluator.

Allocates $190,000 for prenatal and neonatal outreach through two regional coordinator positions to reduce tobacco use among pregnant women and in newborn households, with referrals to QuitlineNC.
