H457 - Elections Clarifications

• Changes the North Carolina presidential preference primary date from "the Tuesday after the first Monday in May" to "the Tuesday after the first Monday in March 2016 and every four years thereafter"

• Removes the provision that tied North Carolina's primary date to South Carolina's primary date if South Carolina held its primary before March 15th

• Eliminates the requirement that the State Board of Elections convene specifically "on the first Tuesday in March" and instead requires the meeting to occur at an unspecified time "preceding the presidential preference primary election"

• Maintains existing requirements for political party chairs to submit lists of presidential candidates to the State Board of Elections no later than 90 days before the primary

• Becomes effective upon enactment
