Establishes the Historically Black Colleges and Universities Advisory Board composed of 17 members appointed by the President Pro Tempore of the Senate (7 members), Speaker of the House (7 members), and Governor (3 members), with at least 4 appointees per legislative leader and 1 appointee from the Governor having attended or graduated from a historically black UNC constituent institution.

Board shall study strategies to increase enrollment, retention, and graduation rates at historically black colleges and universities within The University of North Carolina system.

Board located administratively in UNC General Administration, which shall provide meeting space, administrative support, equipment, and supplies.

Board members entitled to per diem, subsistence, and travel allowances per G.S. 138-5, 138-6, or 120-3.1.

Board shall submit preliminary findings to the UNC Board of Governors by December 15, 2015, and final report to the Joint Legislative Education Oversight Committee by March 15, 2016, then automatically terminates.
