Establishes the North Carolina Historically Black Colleges and Universities Innovation Endowment Fund to receive revenues from "HBCU Innovation" special registration plates, gifts, grants, and General Assembly appropriations.

Creates a new "HBCU Innovation" special registration plate with a $20 additional fee, with revenues split $10 to the Special Registration Plate Account and $10 to the Collegiate and Cultural Attraction Plate Account.

Requires minimum of 300 applications before the HBCU Innovation plate can be developed and directs quarterly transfers of plate sale revenues to support programs increasing enrollment, retention, and graduation rates at North Carolina's historically black colleges and universities.

Allows taxpayers to voluntarily contribute all or part of their income tax refunds to the HBCU Innovation Endowment Fund through a checkoff option on their tax returns.

Effective July 1, 2015, except the tax refund contribution provision which takes effect for taxable years beginning January 1, 2016.
