Allows persons injured by bites, scratches, or other injuries from domestic animals not owned by them or wild animals to notify appropriate law enforcement agencies of the incident.

Requires law enforcement to investigate reported incidents within 48 hours and may prepare a written report describing the injury inflicted by the animal.

Permits written reports to be used as evidence in civil or criminal trials according to rules of evidence.

Mandates that any report of a domestic or wild mammal bite be immediately forwarded to the Local Health Director for rabies control measures under Chapter 130A of the General Statutes.

Becomes effective October 1, 2015, and applies to incidents occurring on or after that date.
