Increases the Cabarrus County Board of Commissioners from five members to seven members, effective the first Monday in December 2018.

Establishes six single-member districts and one at-large seat, with district boundaries defined by specific Voting Tabulation Districts (VTDs).

In the 2016 general election, two commissioners elected county-wide shall serve two-year terms; in 2018, Districts 1-4 members shall serve two-year terms while Districts 5-6 and the at-large member shall serve four-year terms.

Beginning in 2020, Districts 1-4 members shall be elected for four-year terms quadrennially; Districts 5-6 and the at-large member shall be elected for four-year terms beginning in 2018 and quadrennially thereafter.

District and at-large candidates must be residents of their respective district or county, and only voters within each district may vote for that district's representative.
