• Increases waiting period for abortion from 24 hours to 72 hours and requires physicians to obtain informed consent through oral consultation before procedure; establishes requirements for gestational age determination and ultrasound documentation for abortions after 16 weeks.

• Authorizes electronic filing and video conferencing for domestic violence protective orders (Chapter 50B) and civil no-contact orders (Chapter 50C) cases, with restrictions on video hearings for permanent orders.

• Enhances child support enforcement by allowing administrative offsets and bank account levies for obligors with unpaid support of at least six months or $1,000; permits electronic income withholding orders through federal OCSE procedures.

• Establishes Maternal Mortality Review Committee within Department of Health and Human Services to conduct multidisciplinary reviews of pregnancy-related deaths and develop prevention recommendations; protects committee records and proceedings as confidential.
