Requires Guilford County and Rockingham County commissioners to hold a special election in the Stokesdale Fire Protection District to allow voters to increase the allowable special tax for fire protection from 10 cents to 15 cents per $100 of property valuation.

Modifies G.S. 69-25.1 to mandate these elections for the Stokesdale district specifically, removing the requirement for a petition from 35% of resident freeholders that would normally be needed.

Requires both counties to conduct the special election on the same date, with election costs shared equally between Guilford and Rockingham Counties.

Updates G.S. 69-25.9 to clarify that when a fire district spans multiple counties, the election shall be conducted jointly by the county boards of elections.

The act becomes effective upon passage and expires December 1, 2016, or upon conclusion of the special elections, whichever occurs first.
