Establish a three-year Special Education Charter School Pilot Program beginning in the 2015-2016 school year, with one charter school in Wake County selected by the State Board of Education.

Require participating charter school to enroll at least 80% students with disabilities, employ only licensed teachers, and obtain Southern Association of Colleges and Schools accreditation.

Provide participating charter school with standard funding allotments plus an additional $2,000 per student (up to 100 students) after the first 60 days of the school year.

Appropriate $200,000 to the Department of Public Instruction for fiscal years 2015-2016 and 2016-2017 to fund the pilot program.

Require interim report to Joint Legislative Education Oversight Committee by March 15, 2016, and final report by November 15, 2018, with recommendations for transitioning the pilot into permanent alternative charter schools for students with disabilities.
