Directs the Legislative Research Commission to study homeland security issues affecting North Carolina and security measures at the North Carolina legislative complex.

Requires examination of homeland security threats to North Carolina, available resources to address those threats, and adequacy of current General Assembly security measures.

Requires comparison of North Carolina's legislative security measures with those used in other state legislatures.

Mandates LRC report findings and any proposed legislation to the 2016 Regular Session of the General Assembly upon its convening.

Becomes effective upon enactment.
