Requires the Department of Public Instruction to comply with federal Title IV, Part B of the Elementary and Secondary Education Act (20 U.S.C. §§ 7171-7176) when administering 21st Century Community Learning Center Grants and prohibits exceeding federal requirements for sub-grantees.

Permits existing after-school learning programs for at-risk students to participate in and receive two-year grants of up to $500,000 per year under the After-School Quality Improvement Grant Program.

Requires all recipients under the After-School Quality Improvement Grant Program to serve as their own fiscal agents for fund use and reporting requirements.

Section 2 provisions become effective July 1, 2015, while remainder of the act takes effect upon enactment.
