Adds track-out programs for year-round school children to the list of programs that do not constitute child care under G.S. 110-86(2).

Track-out programs are those provided to school-age children during their scheduled time out of school on a year-round school calendar.

Exempts these programs from child care licensing and regulatory requirements.

Effective upon becoming law (ratified May 25, 2016).
