Allows voluntary donations of $2 or more from drivers during remote renewal of drivers licenses, with all donations credited to the License to Give Trust Fund.

Requires all funds from driver donations to be distributed as quarterly grants to Donate Life North Carolina to manage the online organ donation registry and promote organ donation throughout the state.

Permits any remaining funds in the License to Give Trust Fund to be used for grants supporting organ and tissue donation education initiatives and health care decision-making programs.

Establishes oversight of the License to Give Trust Fund by a Give Trust Fund Commission, subject to State Auditor review under Chapter 147 of the General Statutes.

Becomes effective January 1, 2016 for drivers license remote renewals on or after that date.
