Clarifies liability protections for secondary metals recyclers and salvage yards when purchasing motor vehicles in compliance with existing requirements under G.S. 20-62.1.

Shields secondary metals recyclers and salvage yards from civil and criminal liability for loss of or damage to motor vehicles purchased according to subsections (a) and (a1) of the statute.

Expands restitution provisions to allow courts to order defendant sellers to compensate secondary metals recyclers, salvage yards, lien holders, or other registered owners of motor vehicles for damages or losses.

Effective upon passage and applies to motor vehicles purchased on or after the law becomes effective.
