North Carolina applies to Congress under Article V of the U.S. Constitution to call a Convention of the States limited to proposing amendments to the Constitution.

The convention would focus on three areas: imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

The Secretary of State shall transmit copies of this application to the President, Congress, North Carolina's congressional delegation, and presiding officers of state legislatures to request cooperation.

This application serves as a continuing application under Article V until at least two-thirds of state legislatures submit applications on the same subject.

The resolution becomes effective upon ratification.
