Adopts the permanent Rules of the House of Representatives for the 2015 General Assembly Regular Session, governing procedures for order of business, debate conduct, motions, voting, committees, bill handling, and general operations.

Establishes key procedural requirements including: convening at 2:00 P.M. unless otherwise fixed, no Friday sessions during January-February 2015, sessions limited to 10:00 P.M. Mondays and 9:00 P.M. other days, and no votes on Sundays except journal approval and adjournment motions.

Sets limits on member participation including no more than 15 public bills per member, 15-minute first speeches and 5-minute second speeches on main questions, and a requirement that proposed committee substitutes be distributed electronically by 9:00 P.M. the preceding day.

Implements electronic voting system for specified questions including bills raising money, imposing taxes, constitutional amendments, and veto overrides, with 15-second voting windows and recorded ayes and noes on the Journal.

Defines standing committees, establishes committee meeting procedures, requires fiscal and actuarial notes on bills with financial or pension impacts, and mandates written minutes be delivered to the Legislative Library within 10 days of session adjournment.
