Requires home schooled student athletes to comply with all state and local board rules, standards of behavior, and performance requirements as enrolled public school students, excluding school enrollment requirements.

Establishes academic eligibility requirements for home schooled athletes, with academic progress assessed through methods agreed upon by the parent and school principal.

Requires home schooled student athletes to register before each season, pay participation fees, and purchase required supplemental insurance.

Grants school principals final discretionary authority to approve or deny home schooled student participation in athletics, with no appeal process available.
