Reauthorizes the Division of Motor Vehicles to produce special registration plates for graduates of United States service academies, with each plate bearing the name and emblem of a specific service academy.

Requires a combined total of 300 or more applications for all service academy plates before any specific service academy plate may be developed.

Exempts United States Service Academy plates from provisions of G.S. 20-79.3A and G.S. 20-79.8.

Establishes that United States Service Academy plates are subject only to regular motor vehicle registration fees with no additional fee, unlike most other special registration plates which carry a $10.00 additional fee.

Becomes effective upon enactment.
