Creates a Chain of Survival Public-Private Task Force to address cardiac arrest response in North Carolina, where 23% of deaths are attributed to heart disease and 11,765 deaths result from cardiac arrest annually.

Task Force composed of 12 members including 2 State Senators, 2 House Representatives, state health officials, emergency medical services representatives, and representatives from organizations including the American Heart Association, American Red Cross, North Carolina Hospital Association, American College of Cardiology, and College of Emergency Physicians.

Directs Task Force to identify and secure funding for placing Automated External Defibrillators (AEDs) in state agency buildings and facilities and to train state employees in recognizing and responding to cardiac arrest, heart attacks, and strokes.

Task Force members serve at the pleasure of their appointing authority and the task force expires on June 30, 2017.

Effective upon becoming law.
